We are residents of Hualalai Colony, one of the developments closest to the
proposed development in question. We are unable to attend this meeting in person,
but have attended all the prior meetings of the County Planning Commission on this
issue.
We are writing to support Councilperson Brenda Ford's proposed amendments to
Bill 144. We are not against responsible development of the land in question. We
feel that responsible development in this case would include performance bonding
as surety that the applicant has honest intent to complete the project as presented
to the Council.
The Hokuleia development project showed the importance of bonding to guarantee
that a developer's approved plan is followed and not allowed to be changed because
of changing market conditions.
Also, as has been stated and restated by many local residents who will be impacted
by the development, Hualalai Road is substandard and not safe to carry the traffic it
presently does. Until this condition is addressed, we ask the Council to consider
very carefully approving projects that will potentially add hundreds of additional
cars to Hualalai Road without assurance that the entire portion of the road from the
development to the Queen's Highway is made safe. The proposal before you only
would involve less than 20% of this distance being improved in any way.
