Curtis Tyler, Chair Human Services and Economic Development Committee___ Hawaii County Council County Council /P 4S EDC 25 Aupuni Street Hilo Hawaii Dear Chair Tyler and members of the HS &EDC Committee: Subject: Comm. 80: Economic Development Plan for the Ka'u District The members of the South Island Land Improvement Association ( SILIA) whose membership list is attached wish to express their support for the Economic Development Plan (EDP) for the District of Ka'u. The consultant, Bruce Plasch, has done an exhaustive review of the potential economic development projects in Ka'u and provides extensive support data. Our only concern with the EDP was in the inadequacy of the oversight provided for the implementation process. The problem identified during the strategic planning process for the USDA EZ/EC application which was based on the EDP was that no community -wide identity existed in Ka'u to implement development plans. The KCC which was designated to serve as the Ka'u development agency in the last Chapter of the EDP was always intended to be a forum for organizations to share information. It has never incorporated nor has it established an administrative body. Therefore, the KCC is not at all like other councils in the County, such as the Puna Community Council, which are actively involved with community development. To address the need for a community -based organization dedicated to promoting strategic planning and implementation toward Kau community development, SILIA was formed. The steering committee has incorporated this body and is seeking 501 (C)(3) tax - exempt status. Regular SILIA meetings are being held on the second Thursday of each month at 7 p.m. at the Discovery Harbor HOA Clubhouse. Plans are being made for a community -wide mail -out to promote membership within the next month. Two items are of immediate focus for SILIA: first, we will be developing an integrated approach to water for the District. With the demise of the plantations, the water system has fallen into disrepair and a new method for maintenance needs to be developed. Second, the telecommunications network that has been developed over the past few years will be expanded and enhanced to better serve the needs of the Ka'u residents.
