Dear Council,
I am writing to support the Ala Kahaki National Historic Trail, the Ala Loa long trail.
I request the County Council to table the grant of easement until they can further
determine the status of points listed below.
I am a Registered Nurse in Hawaii and California. This is not the first time i have
written comments to support planning and implementation of this historic public access
trail. I have walked and continue to walk segments of this trail beginning in 1979.
Development over the past century of this beautiful Big Island has heavily impacted native
plants and animals, nearly succeeded in eradicating native culture, native race, Hawaiian
nation. As a health care professional I see how a modern lifestyle is a big factor in
obesity and diabetes. I am a proponent of a healthy lifestyle which includes walking
mindfully, more strenuous exercise, a healthy diet to name a few things. As a health care
professional i am consciously culturally sensitive to cultural practices and beliefs. The
Ala Loa is the public access for native people and the general public. I recognize golf
tourism and exclusive homes bring in needed revenue. These factors are not mutually
exclusive. It is for these reasons I am writing to you.
For these reasons and for other reasons this issue needs to be tabled:
*failed to require a farm or other plans to assure the primary use of this state
Agriculture Land Use District will be agriculture by permitting a community recreation
center and canoe hale *county has failed to properly access native rights and Hawaiian
cultural impacts as required by state and federal laws *failed to uphold HRS Chapter 205A
regarding public participation regarding public access *failed to follow the
recommendations of North Kohala Community Development Plan *failed to follow the County's
subdivision rules *failed to properly review the Na Ala Hele report that the state had
extinguished the Ala Loa *failed to cite the property owner for building a shoreline trail
without a Public Access Plan or approval of the Planning Department *failed to provide a
safe walkway from the parking area to the mauka-makai trail *failed to provide access to
cultural sites and burials as required by HSPD *approved changes and alteration of a known
historic site, the ala loa, for exclusive private use *per the information found the 1935
revised law Section 41 labeled Certificate of Title, exemption #3 showing title transfer
never happened.
