The following are the recommendations of the Planning,
Economic Development and Legislative Committee which were
considered at its meeting of February 4, 1971:
Comm. 934.2: E AUHOU SCHOOL SITE FOR A PLAYGROUND FACILITY
(C-934.1/PEDLC-41)
E. Alvey Wright, Deputy Director, State Department of
Transportation, informs that it was their understanding
that the County will not develop the Keauhou School
playgrounds into an official playground and requests an
indication from the County as to whether this site will
be taken over as a playground facility under the County' s
control:
Inform the State Department
of Transportation that it is
the County' s intention to
develop the Keauhou School
site into a full-fledged
playground facility, as soon
as the means are available to

Aic , Comm. 1208: PROPOSED AMENDMENT TO CODE OF ETHICS
Father Joseph Matheis, Chairman, Board of Ethics,
transmits for approval a proposed bill for an ordinance
amending Ordinance No . 337 (Code of Ethics) :
Approve and recommend passage
of Bill 766 on first reading.
Comm. 1222: HAWAIIAN HOMES DEVELOPMENT - VARIANCE (sec. 1/PEDLC-45)
Deputy Corporation Counsel informs that they advised the
Building Division that it was within the jurisdiction of
its Building Board of Appeals to handle the request of
the Hawaiian Homes Development :

Comm. 1224: HOTEL BUILDING BAN
Mrs. Dorothy E. Bartlett, Kailua-Kona, informs that she
endorses all of Gary Sanders suggestions to halt all hotel
construction and resort zoning on the Big Island, and
suggests that "services and permanent or semi-permanent
moderate priced housing much more badly needed than more
'one day per stay' luxury tourist hotels." Also suggests
a pharmacist for Kona:

products.
Comm. 1226: DOWNTOWN STUDY
Albert Yasuhara, President, Hilo Downtown Improvement
Association, assures the Council of their wholehearted
cooperation in the study of downtown Hilo :

Comm. 1233: MA TT.F VINE
Councilman De Luz asks the Committee to endorse his
request to have an agency of the County or State look
into the possibility of cultivating the maile plant and
develop programs for its replenishment in forest areas
that are now depleted:
Support Councilman De Luz' s
request and request the State
Department of Land and Natural
Resources to look into the
preservation of the maile
plant by developing programs
for its replenishment.
Comm. 1236: REMOVAL OF SAND FROM PUBLIC AREAS
Corporation Counsel submits a letter regarding the,
above subject. Requests immediate consideration
on a possible conflict with Council ' s recently
passed Ordinance 368 and the State Statute:

Bill 765: REZONING REQUEST - CONCEPTION TEXEIRA
ONOULI 2nd, SOUTH KONA (TMK: 8-1-18:9 & 10)
Amends Section 7.03 of Ordinance No. 63, to change
the district classification from Agricultural 5 Acres
(A-5a) to Agricultural 1 Acre (A-la) in South Kona:
Approve and recommend passage
of Bill 765 on first reading.
