The EA is necessary because the proposed action involves an easement on State of Hawai`i property over a roughly 2-acre portion of State land to accommodate a solar photovoltaic array and a flywheel energy storage system. The energy facilities are ancillary to a water well and will help reduce pumping costs and reliance on fossil fuel energy. The land is currently used for pasture. See the attached map and aerial image for details on the location. This letter is to share information about the planned activities and request your input on site conditions, issues that you wish to be addressed in the EA, and any other concerns you may have. The areas of investigation in the Environmental Assessment will include but not be limited to the following: water quality assurance; wastewater treatment; flora, fauna, and ecosystems; traffic impacts; geology, soils, and hazards; flooding and drainage impacts; social and community impacts; historic sites and cultural impacts; public access, and economic impacts. Again, I would appreciate your comments on any special environmental conditions or impacts related to the proposed action.
