SUBJECT: A Resolution to Transfer Contingency Relief Funds (District 4) to Department of
Environmental Management (DEM) to Purchase Signage Prohibiting the
Abandonment of Animals at the Solid Waste Sites in Puna
Contingency Relief funds from District 4 will be appropriated to the Department of
Environmental Management (DEM), for the purpose of purchasing signage prohibiting the
abandonment of animals at solid waste sites in the Puna District.
Attached is a resolution authorizing the transfer of$5,000 from the Clerk-Council Services-
Contingency Relief account to the following account and project:

be placed on the April 1, Council agenda

RE: Resolution No. 342-14 : A Resolution Transferring/Appropriating an Appropriation
Out and From the Designated Fund Account and Crediting Same to a Designated Fund
Account to the Department of Environmental Management, Solid Wasted Division for
Signage Prohibiting the Abandonment of Animals at the Solid Waste Sites in Puna.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
