Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of federally-derived funds for more than one
fiscal year, for a new multi-year agreement with the Boys and Girls Club of the Big Island and
with Goodwill Industries of Hawai`i, Inc., in order to implement the Hawai`i Teen Outreach
Program (HITOP) in Hawai`i County. These 501(c)(3) organizations were selected to
implement HITOP through the County's competitive RFP process.

A. REQUEST:
Approval to enter into a multi-year agreement with the Boys & Girls Club of the Big Island and Goodwill
Industries of Hawai'i, Inc. to implement the Hawai'i Teen Outreach Program (HITOP).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We have an agreement with the State of Hawaii Department of Health, Maternal and Child Health Branch to
receive federal funds to implement the evidence-based Teen Outreach Program in Hawai'i County. The
Boys & Girls Club and Goodwill Industries of Hawaii, Inc. are non-profit organizations selected through a
RFP process to implement the program.
The funding periods are from 1/1/14 through 9/30/14 and 10/1/14 through 8/31/15. A multi-year agreement
is necessary to provide the Boys & Girls Club $20,100 for each period, a total of$40,200, and Goodwill
Industries $46,900 for each period, a total of$93,800.
