RESOLUTION NO. 340 14
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA
FOR THE KEAU`OHANA FOREST RESERVE RESTORATION PROJECT.
WHEREAS, according to the Department of Land and Natural Resources, Division of
Forestry and Wildlife (DOFAW), Hawai`i County has 20 of 43 forest reserves in the entire State
spanning 445,000 of approximately 642,000 acres; and
WHEREAS, the Keau`ohana Forest Reserve in the Puna district is home to rare native
plants and wildlife and is considered one of the best lowland wet forests on State-owned land
that is located below 1,000 feet in elevation; and
WHEREAS, according to the project manager of the Keau`ohana Forest Reserve
Restoration Project, approximately 110 acres of lowland forest will be restored to its native
forest composition by controlling or removing invasive pests and plant species such as miconia,
albizia, and strawberry guava; and
WHEREAS, Malama 0 Puna, a nonprofit 501(c)(3), works with community
organizations to protect and maintain the integrity of significant cultural and historical sites
through promotion of sustainable practices, education, and biological control; and
WHEREAS, pursuant to Section 2-139(a)(2) of the Hawai`i County Code, Contingency
Relief funds shall be transferred to an accepting County department/agency via resolution
identifying the nonprofit organization and the specific program, project, or event for which the
grant shall be used; and
WHEREAS, the Department of Research and Development provides grant funding to
organizations that assist with community development and enhancement to quality of life; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to the
Department of Research and Development to provide a grant to Malama 0 Puna to assist with the
Keau`ohana Forest Reserve Restoration Project; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Research and Development and the Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
