IVY <br /> COUNTY OF HAWAII �� <br /> _ ' / STATE OF HAWAII <br /> RESOLUTION NO. 342 14 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO THE DEPARTMENT OF ENVIRONMENTAL <br /> MANAGEMENT, SOLID WASTE DIVISION FOR SIGNAGE PROHIBITING THE <br /> ABANDONMENT OF ANIMALS AT THE SOLID WASTE SITES IN PUNA. <br /> WHEREAS, the Department of Environmental Management, Solid Waste Division is <br /> responsible for the operation and maintenance of solid waste disposal and recycling sites; and <br /> WHEREAS, Puna's transfer stations,recycling and solid waste disposal sites are <br /> overwhelmed with abandoned animals, including feral cats; and <br /> WHEREAS, in 2013, the Kea'au Hawai`i Island Humane Society accepted 9,021 <br /> animals, of which 4,778 animals were abandoned, and 6,854 animals were euthanized; and <br /> WHEREAS, pursuant to the Hawai`i County Code, Chapter 4, Article 4, Section 4-17, <br /> the penalty for animal abandonment is not more than $500; and <br /> WHEREAS, public education and awareness of animal cruelty may help to mitigate the <br /> number of abandoned animals, and reduce threats to the health of household pets, public health, <br /> and safety; and <br /> WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to <br /> the Department of Environmental Management, Solid Waste Division, to purchase signage for <br /> certain solid waste and recycling facilities in the Puna District; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> following amount is hereby transferred/appropriated as set forth below: <br /> FUND: GENERAL <br /> AMOUNT OF <br /> APPROPRIATION: $5,000 <br /> OUT AND FROM: <br /> 010.101.5101.91 Clerk-Council SVC—Contingency Relief $5,000 <br />
