Dear Chair Yoshimoto and Councilmembers:
After reviewing the audit performed by Taketa, Iwata, Hara & Associates on the Office
of the County Clerk-Elections Division, I would like to present information to assist you
in better understanding the more significant cost variations between each election cycle.
The cost differences may be best explained by election specific demands.
Attached is a table which show some of the variations and costs.
• Rent Costs — Directly affects the cost of elections

• S&W Overtime
Temporary election clerks were hired through the County of Hawaii for the 2008
elections and were paid through the S&W Accounts.
In the 2010 and 2012 elections temporary clerks were hired through a temporary
staffing agency, and was paid through the Miscellaneous Contract Account.
• In 2008 the initial processing of absentee mail ballots was done in-house
manually resulting in significant overtime cost. 5.

Hawai'i County is an equal opportunity provider and employer.
• In 2008, there was additional overtime cost for election employees. These
employees verified voter information for the "Lowest Law Enforcement Priority of
Cannabis Ordinance" which resulted in working nights and weekends.
• In the 2010 General Election there were 19 Charter Amendments that were
placed on the ballot. As a result a second ballot card needed to be printed which
increased printing cost for that election year.
• In the 2008 and 2010 Elections the County was responsible for both the Primary
and General Elections which increased the cost.
• In 2012 the County of Hawai'i did not conduct the General Election.
Every election cycle has different costs and expenditures. Therefore, making a
comparison between individual elections cycles can be misleading without a clear
understanding of all the variables.
