Your Committee on Finance,to which was referred Resolution No. 332-14, reports as follows:
Resolution No. 332-14,transmitted by Council Member Margaret Wille, via Communication No. 732 dated
February 28, 2014, authorizes the Director of Finance to enter into negotiations for the acquisition of Tax Map
Key: 5-5-015:042, known as the Banyan Trees Park Area in North Kohala,pursuant to Chapter 2,Article 42
of the Hawai`i County Code 1983 (2005 Edition, as amended).
The Banyan Trees Park Area in North Kohala(0.91 acres) is listed as a key priority for purchase in the
2013Annual Report of the Public Access, Open Space, and Natural Resources Preservation Commission.
Council Member Wille spoke in support of the resolution. She stated that it will help to preserve, in
perpetuity, the only public common space in Hawi for the community.
Council Member Ford expressed her support for the project; however, she was concerned that the property
value was not in the resolution, and stated that it should be public information.
Finance Property Manager Ken Van Bergen came before Your Committee to answer questions. He stated a
third party, hired by the Finance Department,assessed the value of the parcel at$550,000.
Council Member Kanuha spoke in support of the resolution;however, he wanted clarification on what the
community would get in purchasing this property. Council Member Wille explained the purchase would
include the entire open space area. Mr. Van Bergen pointed out the boundaries on the map provided to the
council members.
Pursuant to Section 2-218,Hawai`i County Code 1983 (2005 Edition,as amended),the Director of Finance is
authorized to enter into negotiations for the acquisition of the Banyan Trees Park Area in North Kohala,
pursuant to the terms of Resolution No. 332-14.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 332-14, and
recommends its adoption.
