No. 725/Bill No. 215 PLACE: Council Chambers Kona, Hawai`i TIME: 3:50 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 215, reports as follows: Bill No. 215,transmitted by Council Member Brenda J. Ford, via Communication No. 725 dated February 27, 2014, amends Chapter 2, Article 25, of the Hawai`i County Code 1983 (2005 Edition, as amended), relating to appropriation of funds to nonprofit organizations. The bill would replace the requirement that any equipment purchased through a grant award from the Contingency Relief Fund to a nonprofit organization be purchased pursuant to procurement law and be kept as property of the County, with a new provision providing that such equipment would be purchased without procurement law restrictions and would become the property of the nonprofit organization, with that nonprofit organization assuming liability. Council Member Ford spoke in support of the Bill No. 215. She noted that the main intention of the bill is to correct the Hawai`i County Code to allow nonprofits to own equipment purchased with contingency funds. Council Member Kern expressed his support for the bill and stated that it will also remove the County's liability when the nonprofit organization assumes ownership.
