Request: Change of Zone from RM-2.5 to RM-1.5

Dear Mr. Yoshimoto,
I wish to respond to Council member Ms. Brenda Ford's comment on the subject project's only
one vehicular ingress/egress roadway.
First of all, a cul-de-sac is not required since it is not a subdivision project. As for the safety
issue, it might be easier to accept only one in/out driveway if this project is a high-rise structure,
say a 12-story building that contains 100 or more dwelling units. In fact, most of the high-rise
condominium projects in Honolulu, some with well over 400 dwelling units, only have one
roadway or driveway that serves over 400 or 500 or more cars coming in and out.
Additionally beyond required by the code, I provide a 15-feet wide pathway for emergency
vehicles that exits into the adjacent property to the north (TMK: 24025048000 and 2402508000
owned by Mr. Brochette) and connects to a perimeter driveway as shown in Mr. Boschette's site
plan when he submitted for his rezoning application to RM-1.5 which was approved by the
Council. It is common in such a case for the Planning Department to require Mr. Boschette's
future development to allow the emergency exit to connect to his driveway.
I hope the above explanations may satisfy Ms. Ford's concerns. Thank you for your
understanding.
Sincerely,
VINCENT T.C.TAI, AIA
