Aloha County Council, I strongly support the petition to designate the Kauhou Aquifer System Groundwater Management area. Over the past 30 years I have watched the development on the leeward side, which has included almost no planning for water use. In fact, I have noted what could be termed conspicuous consumption and waste. It would be a shame to see our leeward side turn into a version of southern California, which considered their water needs to be more important than those of surrounding states/countries, and only recently has been forced to consider the issues of sustainability. Interestingly, I read in the paper today that areas of California are making strides in becoming water-self-sufficient. I believe(hope) that most residents of Hawaii have the best interest of the 'aina at heart, if they can gain a clear understanding of the issues. Please give the people of Hawaii Island the opportunity to make informed decisions by allowing discussion of protection of this vital resource I consider effective and environmentally conscious management and preservation of natural resources to be of the utmost importance. This is not just a leeward issue;this is one island, what affects one area affects all areas. Please take into consideration the future effects of decisions made today. Sincerely, Ricia Shema P.O.
