REPORTS A. Treasurer's Report 1. Treasurer's Report for January 2014 as submitted by the HSAC Treasurer. The Committee approved the Treasurer's Report. B. County Reports 1. Maul County Report. Maui Councilmember Hokama reported on the status of Maui's GMO legislation.Treasurer Victorino reported on East Maui water source court challenges,the Maui island plan, and the HRS 201H project in Lahaina. 2. Hawaii County Resort. Vice President Onishi reported on waste reduction planning and landfill management 3. City and County of Honolulu Report. Secretary Chang reported on the sale of affordable housing properties, land development proposals, and trash pickup fees. 4. Kauai County Report, President Rapozo reported on the legal challenge to Bill 2491 (the Pesticide Bill"),the proposal to make Niihau a county, and the cat licensing bill. The Committee received the county reports. Po C. NACo Report. Treasurer Vi�ctorino discussed issues related to the NACo legislative conference in March, including the Farm Bill,flood insurance, prescription drug program monies,and Water Resources Reform and Development Act(WRRDA)funding. Councilmember Hokama discussed hospitality arrangements and organizational matters regarding the conference. Councilmember Hokama also discussed potential Metropolitan Planning Organization (MPO)designation threshold (55,000 pop.) impacts on the counties. D. WIR Report., President Rapozo stated that he and Kauai staff Sunda are working on establishing booths at conferences such as the upcoming conference in Alaska. Page 2 of 5 President Rapozo stated that he presently serves on the WIR board and the NACo board, and no one else from Kauai County is willing to serve on the WIR board in his stead. President Rapozo stated that the issue is whether he should continue to fill the WIR board seat until the end of the term in June or appoint another member to fill the seat. President Rapozo asked the members whether they would like to nominate another member to serve on the WIR board. Treasurer Victorino made a motion to nominate Maui Councilmember Mike White to serve on the WIR board. The motion failed. Vice President Onishi suggested that two-year terms be considered for the HSAC board. President Rapozo stated that a bylaws change would be needed and suggested that Vice President Onishi prepare a proposal to amend the bylaws prior to the next General Membership meeting. The Committee received the NACo and WIR reports. V. UNFINISHED BUSINESS There was no unfinished business. VI. NEW BUSINESS A. Communication (January 10, 2014)from HSAC Vice-President Dennis "Fresh"Onishi,transmitting for the Executive Committee's information the nomination of Councilmember Mel Rapozo, Kauai County Council,to fill the National Association of Counties(NACo) Board of Director vacancy(term ending July 14, 2014), which was approved by the Hawaii County Council on January 8,2014. B. Communication (January 21, 2014)from Council Chair Jay Furfaro, Kauai County Council, transmitting for the Executive Committee's information the National Association of Counties (NACo) Board of Director vacancy(term ending July 14, 2014),which was approved by the Kauai County Council on January 16, 2014. C. Communication (January 27, 2014)from County Clerk Danny A. Mateo, County of Maui, transmitting for the Executive Committee's information Resolution No. 14-11, regarding the nomination of Councilmember Mel Rapozo, Kauai County Council, to fill the National Association of Counties(NACo)Board of Director vacancy(term ending July 14, 2014), which was approved by the Maui County Council on January 24, 2014. Page 3 of 5 D. Communication (January 31, 2014)from City Clerk Bernice K. N. Mau, City and County of Honolulu,transmitting for the Executive Committee's information Resolution 14-3, regarding the nomination of Councilmember Mel Rapozo, Kauai County Council to fill the National Association of Counties(NACo) Board of Director vacancy(term ending July 14, 2014), which was approved by the Honolulu City Council on January 28, 2014. The Committee received items A to D above. E. Discussion and consideration of legislative bills that contain the same language and intent as the bills In the 2014 HSAC Legislative Package. Kauai staff Bunda stated that there is concern regarding whether HSAC can submit testimony on legislation that is similar to an HSAC package bill, such as the"beach liability bill Maul Office of Council Services Director Raatz stated that the Maui Council Chair makes decisions as to whether a bill can be considered an HSAC package bill based on the substance of the bill under consideration. The Committee received item E. F. Discussion regarding SB 2592, prohibiting the development of time shares in special management areas, as requested by HSAC Vice- President Dennis"Fresh"Onishi Item F was withdrawn by Vice President Onishi. The Committee received item F. VII. ANNOUNCEMENTS A. Schedule next meeting. 1. March 24,2014, 10:00 a.m., Historic County Building, Lihue, Kauai. B. Other announcements. 1. Honolulu staff.Mitsuda reported on the status of planning for the 2014 HSAC annual conference to be held on June 12-13, 2014, at the Moana Surfrider Hotel. Page 4 of 5 2. Treasurer Victorino, on behalf of the Maui Council Chair and the Maul Mayor, stated that they were disappointed that no other. councilmember or mayor or HSAC Executive Committee member was present at the public hearing last week at which the removal of the TAT cap was considered.
