The original appropriation ordinance for Program Year(PR) 2013 for CDBG funds was for$2,500,000,but$2,627,655 of funds were provided, requiring this increase in order to accept and utilize all of the funds awarded. The additional monies will be utilized to provide accessibility improvements to a County facility, and to construct a certified kitchen for the Boys and Girls Club of the Big Island. The Office of Housing and Community Development emphasizes that no General Funds are involved in these transactions. REQUEST: The Office of Housing and Community Development (OHCD) is requesting a bill for an ordinance to appropriate additional Program Year(PY) 2013 Community Development Block Grant (CDBG)funds of $127,655.00. The additional CDBG grant funds of$127,655.00 will be used for the following activities: Removal of Architectural Barriers -Americans with Disabilities Act Compliance -Various County Facilities $75,000.00 Boys and Girls Club of the Big Island - Certified Kitchen Construction $52,655.00 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The original appropriation ordinance for PY2013 CDBG funds reflected an anticipated amount of $2,500,000.00. When the County received the actual amount from the U.S. Department of Housing and Urban Development (HUD) it was $2,627,655.00. The additional CDBG funds of$127,655.00 will be utilized for accessibility improvements in a County facility and construction of a certified kitchen in the Boys and Girls Club of the Big Island. Both of these projects will benefit persons of low and moderate income from the island of Hawaii. The OHCD is requesting approval of the attached appropriation ordinance by the Finance Committee, and its recommendation for adoption by the Hawaii County Council. The OHCD emphasizes that no county General Funds are involved in these transactions.
