Re: Operating Budget
The United States Department of Housing and Urban Development(HUD) is anticipated to
provide a$2,677,897 allocation of Community Development Block Grant,(CDBG) funds to the
Office of Housing and Community Development (OHCD) for Program Year(PY) 2014.
Furthermore, the County received an additional $99,811.53 of program income from the
Residential Emergency Repair Program (RERP), and anticipates receiving another$75,000 of
program income within PY2014 for a total of$2,852,708.53 of CDBG monies.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the United States
Department of Housing and Urban Development for these CDBG funds. Also enclosed is a bill for
an ordinance amending the Operating Budget by appropriating $2,852,708.53 in anticipation of
receiving these funds.

A. REQUEST:
Please,submit a bill to amend Ordinance No. 13-65, as amended, the Operating Budget for the County of
Hawaii for the Fiscal Year ending June 30, 2014 to add Community Development Block Grant (CDBG)
revenue and appropriate the same for the General Fund, as follows:

Please also submit a resolution to authorize the Mayor of the County of.Hawaii to execute and submit the
2014 Action Plan and all other other related documents to the U.S. Department of Housing and Urban
Development (HUD) for the CDBG Program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This bill reflects anticipated program year (PY) 2014 CDBG funding from HUD and estimated program
income to be received by the Office of Housing and Community Development (OHCD). These funds will be
utilized to encourage the development of viable communities by providing decent housing, suitable and safe.
living environments, and providing accessibility for disabled individuals to public facilities. All of the projects
funded by CDBG will benefit persons of low and moderate income throughout the island of Hawaii.
The Action Plan is submitted to HUD annually and includes the actual projects and activities that will be
carried out with the County's 2014 CDBG funds. It is required by HUD that the County of Hawaii submit its
Action Plan before the County receives its 2014 CDBG allocation.

Approval of the County of Hawai' i' s 2014 Action Plan
and Council Resolution Authorizing the Mayor of the
County of Hawaii to Execute and Submit the 2014
Action Plan to the U.S. Department of Housing and
Urban Development and the State Hawai ' i Housing
Finance and Development Corporation.
The Office of Housing and Community Development (OHCD)
is requesting approval of the attached Resolution
which authorizes the Mayor to execute and submit the
2014 Action Plan to the U. S. Department of Housing and
Urban Development (HUD) and the State Hawai' i Housing
Finance and Development Corporation (HHFDC) . The 2014
Action Plan includes the projects selected for funding
for the Community Development Block Grant (CDBG)
Program. The 2014 Action Plan is due to HUD by May
15, 2014 . The 2014 Action Plan complies with the
County' s approved five-year (5) Consolidated Plan for
• the period 2010 to. 2014 .
The OHCD has attached the following exhibits for your
information:

The attached Resolution authorizes the Mayor or, in
his absence, the Acting Mayor, to execute and submit
the 2014 Action Plan to HUD for the CDBG funds and to

2014 Action Plan Project List
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
The County of Hawai ' i anticipates that the County' s total 2014
CDBG allocation is $2, 677, 897 . 00. The County also received an
additional $99, 811 . 53 of program income from the Residential
Emergency Repair Program (RERP) . In addition the County
anticipates receiving $75, 000 of additional program income from
the Residential Emergency Repair Program (RERP) for a total
$2, 852, 708 . 53 of CDBG monies . To meet the County' s five (5) year
Consolidated Plan' s, Priorities and Objectives, the following
projects will be included in the 2014 Action Plan.

The CDBG project amount for all projects may change to
accommodate the actual amount of grant funds or program income
received or if there are any cancelled project (s) or
reprogramming of. CDBG funds. In its efforts to expedite and
timely implement its projects, the Public is advised that the
County of Hawaii may utilize County funds for the Pahala Fire
Station - Wildland Brush Truck Acquisition and Hilo Drag Strip
Accessibility Compliance projects to incur pre-award cost under
the CDBG program that will not exceed 25% of current CDBG
allocation. This is in accordance with the CDBG regulations 24
CFR 570 . 200 (h) (1) , Reimbursement for pre-award costs.

the Housing & Community Development needs and

10/14-18/13 Public Hearings: The County conducted public
hearings in Honoka'a, Kona, Pahala, Pahoa,
and Hilo to seek community input on the
approved priorities and possible projects for
HUD funding. The group went over the
County' s 2010-2014 Consolidated Plan and
priorities.

01/09/14 CDBG project proposals due to the OHCD.
01/10-27/14 OHCD reviewed, ranked, and selected CDBG
projects for the County' s Action Plan to HUD.

02/18-03/19/14 30-Day Comment Period: On 2/18/14, the OHCD
published a public notice soliciting comments
on the proposed 2014 Action Plan.

Exhibit C - Request for Proposal Process
•
The County distributes its CDBG and HOME allocations through a
Request for Proposal (RFP) process. This competitive process is
intended to ensure that the projects funded by the County are
consistent with the County' s Consolidated Plan (CP) priorities
and objectives, are eligible for CDBG and HOME funds, and can be•
implemented in a timely manner.
In order to rate and rank the projects, the OHCD has developed
the County project selection system. The system is intended to
ensure that the projects submitted to HUD are eligible for funds
and can be implemented in a timely manner. The project must
also be consistent withthe priorities and objectives in the CP.
Three raters review each project proposal. Projects that meet
the threshold requirements are rated. The scores are totaled
and the projects are ranked in order of the points awarded. The
project proposals that do 'not meet the threshold requirements
are deemed not eligible and not rated.
Based on •the ratings, the OHCD contacts each applicant to
determine whether the project can be completed with the amount
of funds that is recommended. The final recommendation is made
by the OHCD and provided to the Mayor for concurrence and to the
Finance Committee and Council for approval.
