Re: Amending the Bond Authorization Ordinance
Enclosed is a bill for an ordinance that amends Ordinance 08-106, as amended by Ordinance Nos. 09-92,
09-92A, 10-56 and 13-58 authorizing the issuance of general obligation bonds for financing public
improvements. The purpose of this measure is to amend the Ordinance's attachment noted as Exhibit A,
Draft 5 by replacing it with a new exhibit labeled Exhibit A, Draft 6.
This amendment to the exhibit is to adjust funding for Kealekehe Wastewater.Treatment Plant(WTP)
Aeration Upgrade and remove funding for Kealekehe WTP Sludge Removal projects due to the
Department of Environmental Management's acquisition of State Revolving Fund(SRF)financing for
these projects.
The funds made available from the sludge removal project($3,000,000)will be re-directed for much
needed island-wide capital repair and replacement of wastewater facilities. This will provide the
Wastewater Division with additional funding to address a backlog of projects. The funds made available
from the aeration upgrade($2,650,000)will allow the Housing Agency to continue with construction of
houses at Kamakoa Nui. This project has been very successful and there is continuing demand for these
homes for our working families.
