Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 222,
reports as follows:
Bill No. 222 transmitted by Public Works Director Warren H. W. Lee, via Communication No. 758
dated March 12, 2014, amends the Hawaii County Code, Chapter 24, Article 10, Division 5,
Section 24-280, Schedule 28 (no parking anytime), to add portion of Paniolo Place to Subsection (e)
Kohala.
This amendment is being proposed based on a concern by a resident on Paniolo Place that when cars
park on the north side of Paniolo Place, they are actually in the travel way. Paniolo Place is a County
road with a fifty foot right-of-way. The subject pavement width is approximately thirty-three feet wide
with the northern twenty feet for vehicular travel and the remaining thirteen feet serving as a shoulder.
The goal of this change is that parking will be restricted on the north side and parking will continue to be
allowed on the south side.
There was no discussion on this measure.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Bill No. 222 and recommends its passage on first reading.
