Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 223,
reports as follows:
Bill No. 223 transmitted by Public Works Director Warren H. W. Lee, via Communication No. 759
dated March 12, 2014, amends the Hawaii County Code, Chapter 24, Article 10, Division 5,
Section 24-284, Schedule 32 (two hour parking areas), to add an existing American with Disabilities Act
parking stall on Kilauea Avenue to Subsection (c), South Hilo.
This amendment is being proposed based on a request to convert an existing ADA parking stall with no
time limit to an ADA parking stall with a two-hour time limit. This change will encourage parking
turnover, which will in effect allow more people to use the parking stall throughout the day.
There was no discussion on this measure.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Bill No. 223 and recommends its passage on first reading.
