Res. 360-14: AUTHORIZES THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE AND SUBMIT THE 2014 ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE 2014 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) The County anticipates a 2014 CDBG allocation of$2,677,897 and the County also received an additional $99,811.53 of program income from the Residential Emergency Repair Program and anticipates receiving an additional $75,000 of program income within the 2014 program year, for a total of$2,852,708.53 of CDBG funds. The County shall utilize these funds in accordance with program rules and regulations and comply with the program certifications as provided in the attached Action Plan. Reference: Comm. 779 Intr. by: Ms. Poindexter Page 2 FC-31 April 15, 2014 Res. 361-14: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY GENERAL, PURSUANT TO HAWAII REVISED STATUTES 46-7, FOR THE HAWAII COUNTY POLICE DEPARTMENT'S SEXUAL ASSAULT FORENSIC EXAMINER (SAFE) PROGRAM Funds in the amount of$24,946 would be used to contract an agency to oversee, coordinate, and perform services of the SAFE program, which is an undertaking by the County to improve its response to violent crimes against women. Reference: Comm. 784 Intr. by: Ms. Poindexter Res. 362-14: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR AGREEMENT FOR THE PURCHASE OF SOFTWARE AND LICENSING FOR THE DEPARTMENT OF INFORMATION TECHNOLOGY Authorizes the Mayor to enter into a three-year agreement, at an approximate cost of $126,757 per year, to purchase Microsoft Office 2013 software and associated license agreements that would be incorporated into new computers for the County. The County would save approximately $15,998 in software costs, as well as any additional savings realized from free upgrades of Microsoft 2013 to future versions during the term of the agreement. Reference: Comm. 785 Intr. by: Ms. Poindexter Res. 363-14: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR AGREEMENT WITH HAWAIIAN TELCOM FOR INTEGRATED SERVICES DIGITAL NETWORK PRIMARY RATE INTERFACE SERVICE Authorizes the Mayor to enter into a three-year agreement, at a cost of$1,185 per month, for services in Hilo and at the West Hawaii Civic Center. The County would save $975 per month. Reference: Comm. 786 Intr. by: Ms. Poindexter Page 3 FC-31 April 15, 2014 BILLS FOR ORDINANCES Bill 181: AMENDS CHAPTER 2, ARTICLE 15, OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO THE CODE OF ETHICS Prohibits County officers and employees, or businesses in which a County officer or employee or the officer or employee's spouses or dependent children own a controlling interest, from contracting for goods and services with any County agency; prohibits any elected or appointed officer or employee from appearing on behalf of any private interests before any County agency except as specifically provided for by law; and redefines the use of the term "agency." Funds would be used to assist adults, dislocated workers, and youth by providing services that would train individuals to increase employment, retention, earnings, skills, and literacy. Reference: Comm. 781 Intr. by: Ms. Poindexter Bill 230: AMENDS ORDINANCE NO. 08-106 OF THE COUNTY OF HAWAII, AS HERETOFORE AMENDED PERTAINING TO THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF THE COSTS OF VARIOUS CAPITAL IMPROVEMENT PROJECTS FOR THE COUNTY Amends Exhibit A, Draft 5 by decreasing funding for Kealekehe Wastewater Treatment Plant (WTP) Aeration Upgrade ($2,650,000) and eliminating funding for the Kealekehe WTP Sludge Removal project ($3 million) due to the Department of Environmental Management's acquisition of State Revolving Fund financing for these projects. Adds Repair/Replace Wastewater Facilities ($3 million) and Kamakoa Nui Community Development ($2,650,000). Funds would be used to contract an agency to oversee, coordinate, and perform services of the Police Department's Sexual Assault Forensic Examiner program.
