Work Completed includes: All tenant spaces within the Kings' Shops (TMK: 6-9-08:5) have been improved and the project is 100% leased out as of this date. The former Royal Waikoloan hotel is nearing completion of an extensive, four and one-half month renovation project, with reopening of the hotel as the Outrigger Waikoloa °ezeh uotet ,ec Resort ~=hed„led fnr (lercher 15, 1999. Work in Progress includes: Completion of construction on Waikoloa Homesites Venture's golf course (TMK: 6- 9-08:por. 2), which commenced on January 26, 1995, remains deferred pending a change in market conditions, which will not support a project of this nature at this time. Likewise, the Kings' Estates (6-9-08:por. 12) single family residential subdivision has also been placed on hold. We have been maintaining a close watch on recent resort single family lot sales and are doing research to determine if this golf course-oriented project would have the same success as the recent oceanfront lot sales. 150 Waikoloa Beach Drive •Waikoloa, Hawaii 96738 • Phone (808) 886-1000 • Fax (808) 886-8896 Ms. Virginia Goldstein October 8, 1999 Page Two Emplovment: Direct employment by the major operating entities at the Waikoloa Beach Resort is estimated below: The Bay Club 210 The Beach Grill Restaurant 29 Dolphin Quest 27 Hilton Waikoloa Village 1,400 Kings' Shops (including tenants) 363 Ocean Sports 21 Red Sail Sports 40 Outrigger Waikoloa Beach 350 The Shores at Waikoloa 40 Vista Waikoloa 3 Waikoloa Land Company and related entities 135 Total Estimated Resort Employment 2,618 Compliance with Conditions: Conditions of approval of Ordinance 85-75 related to project incrementation (B), resubdivision (C), affordable and temporary worker's housing (H & I), and a site for a school (J) have all been met, as have Conditions of Ordinance No. 91-112 related to plan approval for a portion of the planned residential development (B) and compliance with Department of Education requirements (I). Compliance with all other conditions of approval is being pursued and/or the conditions are ongoing and will continue to be complied with as applicable. We are encouraged by the recent interest in resort residential projects. However, a large number of development parcels are being sold at well below their initial purchase price, making it difficult to attain full value on the development or sale of existing unsold parcels. We are optimistic, though, and look forward to an active 2000 at Waikoloa Beach Resort. Your acceptance of this report for 1999 is appreciated.
