Dear Chairman Yoshimoto and Council Members:
It is my pleasure to inform you that I have nominated Barbara Jo DeFranco to the Kona CDP
Action Committee. Ms. DeFranco is a 43-year resident of Hawaii. She is the manager of Indich
Collection in Kailua-Kona.
Ms. DeFranco is the Executive Director of Paleaku Peace Gardens. She volunteered as a
facilitator at meetings when the CDP process was in its beginning planning stages. She also
provided input at these meetings and assisted in gathering much of the information that was
used in the organization and formation of this committee.
Ms. De Franco states that she is not affiliated with any political party. If confirmed she will serve
a 4-year term to expire in 2017.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval be granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
