A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO HIGH
SCHOOL FOUNDATION FOR THE 2014 HILO HIGH SCHOOL PROJECT GRAD
NIGHT.
WHEREAS, the Hilo High School Foundation is a 501(c)(3) nonprofit organization that
assists Hilo High School with programs and activities that benefit the students that attend Hilo
High School, including the Hilo High School Project Grad Night Program; and
WHEREAS, the Hilo High School Project Grad Night provides a safe, secure, and
supervised celebration alternative to the traditional graduation parties that involve underage
drinking, illegal substance use, and unsupervised late-night partying that normally results in
drinking and driving, all of which pose a hazard to the community; and
WHEREAS, this alcohol- and drug-free event provides the parents and families of the
graduates with the peace of mind that their child is in a safe and wholesome environment after
graduation; and
WHEREAS, one of the Department of Liquor Control's goals is to support youth
programs that promote alcohol- and drug-free events, including Project Grad Night activities; and
WHEREAS, pursuant to Section 2-139(a)(2) of the Hawai`i County Code, Contingency
Relief funds shall be transferred to an accepting County department/agency via resolution
identifying the nonprofit organization and the specific program, project, or event for which the
grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to the
Department of Liquor Control to provide a grant to the Hilo High School Foundation for the 2014
Hilo High School Project Grad Night; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Liquor Control and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
