RESOLUTION NO. 389 14
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR A GRANT TO THE WAIAKEA HIGH
SCHOOL PTSA FOR THE 2014 WAIAKEA HIGH SCHOOL GRAD NIGHT.
WHEREAS, the Waiakea High School PTSA is a nonprofit 501(c)3 nonprofit
organization; and
WHEREAS, the Waiakea High School Grad Night provides a safe, secure, and
supervised celebration alternative to the traditional graduation parties that involve underage
drinking, illegal substance use, and unsupervised late-night partying that normally results in
drinking and driving, all of which pose a hazard to the community; and
WHEREAS, this alcohol- and drug-free event provides the parents and families of the
graduates with the peace of mind that their child is in a safe and wholesome environment after
graduation; and
WHEREAS,the reduction of underage drinking and substance abuse serves a valid
public purpose; and
WHEREAS,pursuant to Section 2-139(a)(2) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, or event
for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Department of Liquor Control for a grant to the Waiakea High School PTSA for the 2014
Waiakea High School Grad Night; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the following amount is hereby transferred/appropriated as set forth below:

010.251.5251.39 Department of Liquor Control $1,500

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Department of Liquor Control and the Director of Finance and
that the Director of Finance is hereby authorized to make the necessary transfers in
accordance with the terms of this resolution.
