SUBJECT: Communication No. 697; Discussion and Formation of an Ad Hoc Committee to
Investigate Connectivity and Emergency Access Routes Between Subdivisions
and Communities in Puna
The purpose of this communication is to revise the scope of investigation and potential
membership of the ad hoc committee described in Communication No. 697, as follows:
The scope of this Ad Hoc Committee is to investigate issues of greater connectivity and
emergency access routes between subdivisions and communities in Puna. Specific areas to be
included are: Council District 4 and Council District 5, the Volcano Golf Course subdivision,
and territories which border areas that would be required to complete a connective route.
According to the Puna Community Development Plan(PCDP) 4.3.1., adequate emergency and
evacuation routes and connectivity in Puna is a priority.
The committee may be composed of a community member, and Council Members from Districts
3, 4, 5 and 6. A suggested community member, and chairperson of this ad hoc committee, may
be Marlene Hapai.
All findings and reports of the ad hoc committee shall be presented to the full Council or
standing committee that formed the ad hoc committee during a duly noticed meeting.
