Subject: Trustee has no rights over the water.
Aloha,
I am being made aware of a bill giving the National Parks rights to protecting the waters of Kaloko-
Honokohau. 1 do not agree with the state playing owners or the feds taking ownership of any waters.
History in fact, reveals Native Hawaiians who can trace our ancestry to the lands before Captain Cook
arrived in 1778 are granted allodial title which means the lands belong to them in perpetuity with no
taxes or registry. It means the families are the lord of the lands.The National Park Service is using the
important issue of water protection to claim ownership and exclusive rights to the waters, fishponds
and shorelines. I am very concerned over their treatment of allodial land owners which are the kanaka
maoli. Allodial title according to Black's Law means we, the original inhabitants of these islands,have
rights to gather and to the property in perpetuity. The National Parks are gating up access and
hindering the rights of native Hawaiians. I'm opposed to this bill. Another bill should be written to
protect Hawaiian.allodial rights over the lands.This is so maha'oi of the National Parks.
