I strongly support the the state designation the Keauhou Aquifer System Ground
Water Management Area in order to protect the Kaloko-Honokohau National Park's
precious and irreplaceable resources from irreversible harm.
Future demand on water sources in Kona is projected to exceed 400% of the current sustainable yield
under already approved zoning. In 1999 the U.S. Geological Survey published an NPS---funded study that
simulated the effects of pumping and concluded existing wells may reduce groundwater flow up to 47% in
Kaloko--- Honoko?hau. The latest science also shows rainfall is declining, drought will be more severe in
leeward areas, and sea level is rising - all factors that will affect both public trust uses of water and future
water availability for development.
If the Commission designates this area, designation will not stop development or take property rights;
it merely allows the state to thoughtfully care for water, and allows the broader public to comment on
proposed new uses. The Island of O'ahu, which is nearly all designated as a water management area for
groundwater, continues to enjoy robust economic growth.
