Subject: FW: Lono Kona Sewer
Aloha Hawaii County Council and members of the community,
We are in favor of having a sewer in Lono Kona subdivision. We have always felt that the use of cesspools
in our small neighborhood, so close to the ocean, is a poor option for dealing with our waste water issues.
EPA has ruled that large capacity cesspools are detrimental to the environment. This ruling was to have
been fully implemented by 2005. None of us were even aware that we had large capacity cesspools or
needed to solve this issue until January 2011 when we were notified by EPA that were in violation. At that
time we were informed of the potential for large fines.
It would have been appropriate if the state and county had addressed this issue prior to 2005 and could
have found a way to help us solve this issue in a timely fashion before the threat of fines.
But this is not the situation we find ourselves in today.
A solution is needed now and one is at hand.
We have a resolution which solves the problem, hopefully eliminates the possibility of fines, and gives us a
sewer. This resolution comes with a 4 million dollar grant and a 2 million dollar low interest loan. These
will no longer be available if this does not pass.
We recognize that this is a hardship for the landowners but feel that this is the best solution we have.
Unfortunately,there is no option of making small adjustments or changes to this resolution, we must take
it as it stands or start again from scratch. We don't have time on our side.
If we don't approve this resolution we are facing potential fines well in excess of the cost of any type of
solution to our sewer predicament.
We support this resolution.
