Your Committee on Finance, to which was referred Resolution No. 351-14, reports as follows:
Resolution No. 351-14, transmitted by Council Member Brenda J. Ford, via Communication No. 763
dated March 11, 2014, authorizes the Director of Finance to enter into negotiations for the acquisition of
the Ka`u parcels with Tax Map Keys: 9-5-011:001, 9-5-011:004, 9-5-011:005, and 9-5-011:006 in the
Ahupua•a of Kaunamano; and Tax Map Key: 9-5-012:001 in the Ahupua`a of Poupouwela, pursuant to
Chapter 2, Article 42, Hawaii County Code 1983 (2005 Edition, as amended).
The Kaunamano properties (1,264.395 acres) are listed as a key priority for purchase in the 2012 Annual
Report of the Public Access, Open Space, and Natural Resources Preservation Commission.
During the March 31, 2014 meeting, Council Member Ford postponed the measure to the next Finance
Committee meeting to be held on April 15, 2014. She stated that the group who has been pursuing this
matter was not able to attend the meeting to testify.
Council Member Ford expressed her support for the project and noted that it was ranked fourth on the
2012 Annual Report of the Public Access, Open Space and Natural Resources Preservation Commission.
Pursuant to Section 2-218, Hawaii County Code 1983 (2005 Edition, as amended), the Director of
Finance is authorized to enter into negotiations for the acquisition of the Ka`u parcels in the Ahupua`a of
Kaunamano and in the Ahupua`a of Poupouwela, pursuant to the terms of Resolution No. 351-14.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 351-14, and
recommends its adoption.
