COUNTY OF HAWAII STATE OF HAWAII <br /> �rF Os•M�'� <br /> RESOLUTION NO. 4 Q 2 14 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO ASSIST WITH ACTIVITIES OF <br /> NEIGHBORHOOD WATCH GROUPS AND COMMUNITY EMERGENCY RESPONSE <br /> TEAMS, WHICH PROMOTE EMERGENCY PREPAREDNESS, COMMUNITY <br /> SAFETY, AND CRIME PREVENTION. <br /> WHEREAS, there are 364 active members in 21 Community Emergency Response <br /> Teams (CERT) island-wide, and according to the Hawaii County Neighborhood Watch <br /> Coordinator, Puna has approximately 25 Neighborhood Watch groups; and <br /> WHEREAS, according to the Civil Defense Agency, Hawaii County has a ratio of <br /> approximately one firefighter to 425 citizens, one police officer to 450 citizens, and one <br /> ambulance to 12,000 citizens; and <br /> WHEREAS, less than one percent of the United States population are emergency <br /> responders; and <br /> WHEREAS, funding for educational activities, program supplies, and equipment for <br /> Neighborhood Watch groups and CERT promote self-reliance, community resilience, public <br /> safety, and emergency preparedness; and <br /> WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to <br /> the Civil Defense Agency to assist with expenses related to educational materials and activities, <br /> program supplies, and equipment for CERT and Neighborhood Watch groups in Council District <br /> 4 and Council District 5; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> following amount is hereby transferred/appropriated as set forth below: <br /> FUND: GENERAL <br /> AMOUNT OF <br /> APPROPRIATION: $20,000 <br /> OUT AND FROM: <br /> 010.101.5101.91 Clerk-Council SVC —Contingency Relief $20,000 <br />
