RESOLUTION NO. 403 14
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HUI OKINAWA FOR
THE 2014 HAARI BOAT FESTIVAL.
WHEREAS, Hui Okinawa is a 501(c)(3) nonprofit organization that promotes Okinawan
cultural awareness and education; and
WHEREAS, Hui Okinawa's Haari Boat Festival is an highly anticipated tradition, held
during the even-numbered years in Hilo, which has become a nationally and internationally
recognized tourist venue; and
WHEREAS, this event draws participation from within the Big Island community and
the neighbor islands, as well as national and international participation, making Hilo a
destination spot; and
WHEREAS, two of the Department Research and Development's goals are to promote
tourism and cultural activities; and
WHEREAS, pursuant to Section 2-139(a)(2) of the Hawaii County Code, Contingency
Relief funds shall be transferred to an accepting County department/agency via resolution
identifying the nonprofit organization and the specific program, project, or event for which the
grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Department of Research and Development to provide a grant to Hui Okinawa for the 2014
Haari Boat Festival; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Research and Development and the Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
