Your Committee on Finance, to which was referred Resolution No. 362-14, reports as follows:
Resolution No. 362-14, transmitted by Finance Director Nancy Crawford, via Communication No. 785
dated March 28, 2014, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi-year agreement for the purchase of software and licensing for the Department of
Information Technology.
The resolution authorizes the Mayor to enter into a three-year lease agreement, at an approximate cost of
$126,757 per year, to purchase Microsoft Office 2013 software and associated license agreements that
would be incorporated into new computers for the County. The County would save approximately
$15,998 in software costs, as well as any additional savings realized from free upgrades of
Microsoft 2013 to future versions during the term of the agreement.
There was no discussion on this measure.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be
made or approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 362-14, and
recommends its adoption.
