A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR THE COMMUNITY EMERGENCY RESPONSE
TEAM TO RENT SPACE AT THE WAIMEA PRESERVATION ASSOCIATION' S
SPENCER HOUSE.
WHEREAS, Community Emergency Response Team (CERT) volunteers are a critical
and much needed first responder support team trained to execute safe and effective emergency
response by assisting the Civil Defense Agency; and
WHEREAS, CERT volunteers are prepared to assess damage after a disaster, extinguish
small fires, and provide first aid where needed as well as to coordinate and assist other
emergency service organizations such as the Red Cross; and
WHEREAS, CERT is requesting funds to secure a central meeting location at which
equipment and supplies could be stored and quickly made available in the event of a disaster or
potential disaster; and
WHEREAS,the Waimea Preservation Association is the 501(c)(3) umbrella for the
Spencer House in Waimea; and
WHEREAS, CERT has identified an ideally located space for this function in the rear
section ("Ohana Unit") of the Waimea Preservation Association's Spencer House, which ohana
unit is located on the first floor and has it's own door entrance; and
WHEREAS, the Waimea Preservation Association's Spencer House is located in the
KTA shopping center, not far from the North Hawaii Community Hospital and the Police and
Fire stations; and
WHEREAS, the Waimea Preservation Association's Spencer House will provide a
central location from which to operate as a North Hawaii CERT headquarters and would allow
for the use by other government and nongovernment agencies involved in disaster preparedness;
and
WHEREAS, rental of this space would also assist the Waimea Preservation Association
efforts to collectively support nonprofits in the North Hawaii region at the Spencer House; and
WHEREAS, Contingency Relief funds from District 9 will be appropriated to the Civil
Defense Agency for the rental of the back room at the Waimea Preservation Association's
Spencer House in Waimea; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Civil Defense Administrator and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
