Re: Capital Budget
The Department of Liquor Control is requesting to add an appropriation to Ordinance 13-66, the
Capital Budget, to complete their Liquor Control Hazardous Material Mitigation and Improvements
project. Asbestos, mold, and mildew were discovered and removed from the Department of Liquor
Control's office area. These funds will be used to pay for this removal as well as to perform
renovations to the Department's conference room to comply with ADA standards.
Enclosed is a bill for an ordinance to add the project titled"Liquor Control Hazardous Material
Mitigation and Improvements", and to appropriate $1,803,000 to the Capital Budget. If there are

A. REQUEST.
Amend Ordinance_2--8 of the Capital Budget by adding an Appropriation to complete the following project:
Liquor Control Hazardous Material Mitigation & Improvements (Private) $1,803,000
B BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Upon learning that asbestos, mold and mildew existed within the Dept of Liquor Control's office space, plans
to remove these hazardous materials were put in place in order to provide our employees and public guests
a safe and healthy work and meeting environment. Additionally, we were informed that our conference room
was not ADA compliant and that renovations would include bringing this room up to code.
During the course of the renovation, the Dept. of Liquor Control acquired additional unimproved space from
the Hilo Lagoon Centre for a new and expanded conference room. This conference room will be ADA
compliant.
