Re: Agreement with the U.S. Army Garrison, Hawaii—Fire and Emergency Services Office.
The Hawaii Fire Department desires to work collaboratively with the U.S. Army Garrison,
Hawaii—Fire and Emergency Services Office to mitigate fires in the County of Hawaii. They
wish to enter into an agreement, via a Memorandum of Agreement (MOA), to identify the terms
and conditions of their collaboration and to provide clarification of each jurisdiction's
responsibilities.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the U.S. Army
Garrison, Hawaii—Fire and Emergency Services Office to provide the MOA outlined above.

A. REQUEST.
Please prepare a resolution to authorize the County of Hawaii, Fire Department to enter into a Memorandum
of Agreement with the U S Army Garrison, Hawaii — Fire and Emergency Services Office
B BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED).
The US Army and the County of Hawaii desire to secure benefits of mutual aid in fire prevention, and the
protection of life and property from fire, disasters, either man made or natural, or any other unforeseen
incidents that impact life safety or property
In the event that firefighting assistance is needed, the County of Hawaii will place its request with the
Pohakuloa Training Area Fire and Emergency Services. In exigent situations where immediate assistance is
required, the Army will provide assistance upon the request of the County.
Upon request by the Army, the Count-agrees to dispatch available firefighting personnel to any point within
the firefighting jurisdiction of the AQinstallation. The County will determine the amount and type of
equipment and the number of personnel dispatched The rendering of assistance under the terms of this
agreement shall not be mandatory, but the County will immediately inform the Army whenever the County
cannot render assistance
