This appropriation will allow funding for technical transportation and planning consultant assistance to prepare a downtown Hilo parking and traffic calming plan, and also to prepare a County-wide "Complete Streets"policy that will address access and mobility for all users of public streets. Bond Ordinance 12-150 provides $200,000 towards this program, of which $100,000 has been allotted by way of Ordinance 11-60. Enclosed is a bill for an ordinance to add the project titled"Downtown Hilo Accessibility and Mobility Improvement", and to appropriate $100,000 to the Capital Budget. The Department of Public Works is requesting that this bill be waived from the Finance Committee, and be placed on the May 2, 2014 Council Agenda in order to expedite the project. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Ordinance No. 12-150 GO Bonds funds $200,000, of which $100,000 is currently allotted to the Downtown Hilo Accessibility and Mobility Improvement Plan and Island-Wide Complete Streets Program (Ordinance 11-60). The additional funds will provide consultant assistance to prepare a Complete Streets Program, including street standards, to fulfill State requirements for a Hawaii County Complete Streets Policy and Implementation Program. It will provide funding for technical transportation and planning consultant assistance to prepare a Downtown Hilo Multi-modal, parking and traffic calming plan and County-wide Complete Streets Policy that will address access and mobility for all users of public streets. The State passed Act 54 (HRS Section 264-20.5) in 2009, which became effective January 1, 2010, requiring each County to adopt a Complete Streets Policy. The County adopted Resolution 171-11 on October 19, 2011, supporting the establishment of a Hawai'i County Complete Streets Policy. County of Hawaii General Plan Polices 13.1.3(c), (d), (e), and (f) and Policy 13.4.3 also support the development of an improved, comprehensive multi-modal transportation plan that addresses the needs of mass transit, bicycle, pedestrian systems and automobiles in new and reconstructed public street designs. The requested allottment will allow the County to complete the necessary analysis and develop a variety of street sections to implement the State's Complete Streets legislation on an island-wide basis.
