Re: Capital Budget
The Department of Parks and Recreation is requesting to increase the current fiscal year's
appropriation for their Discretionary Projects—Council District 1, and Council District 5 accounts
to bring the total appropriation for each account to $100,000. The District 1 account has an
appropriation of$40,000 in the current fiscal year's Capital Budget (Ordinance 13-66), while the
District 5 account has an appropriation of$71,000. These appropriations are for discretionary
projects to be funded by Council's contingency relief monies for Council Districts 1 and 5
respectively.
Enclosed is a bill for an ordinance to add the projects titled "Discretionary Projects—Council
District 1" and"Discretionary Projects—Council District 5", and to appropriate additional funds in
order to bring the total appropriation of each account specified, to $100,000 in the Capital Budget.
Please waive this bill from review by the Finance Committee and place it on the May 2, 2014
Council Agenda in order to expedite the appropriation increases of these accounts.

$100,000

RE: Bill No. 245 An Ordinance Amending Ordinance No. 13-66, as Amended,
Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2013 to
June 30, 2014.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
