A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO
A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PUNA COMMUNITY
MEDICAL CENTER (PCMC) FOR THE PCMC BUILDING FUND—EMERGENCY
ROOM.
WHEREAS, according to the 2010 Census data, the district of Puna experienced the
highest rate of population growth in the state yet severely lacks adequate core medical, urgent
care and emergency facilities; and
WHEREAS, the Puna Community Medical Center provides urgent care services to the
community, regardless of their ability to pay; and
WHEREAS, a well-equipped and sufficiently staffed emergency room facility
significantly increases emergency response time, increases public safety and enhances the quality
of life; and
WHEREAS, PCMC continues to seek needed funding for the ongoing planning stages of
an emergency room; and
WHEREAS, pursuant to Section 2-139(a)(2) of the Hawaii County Code, Contingency
Relief funds shall be transferred to an accepting County department/agency via resolution
identifying the nonprofit organization and the specific program, project, or event for which the
grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Research and Development to provide a grant to the PCMC Building Fund—
Emergency Room; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
