Re: Operating Budget
A concurrent resolution is being placed on the Council's May 1, 2014 meeting agenda to transfer
$30,000 from the Clerk-Council Services Contingency Relief account to the Highway Fund.
These funds will be used to fund the development of construction/engineering documents for the
Ali`i Drive thematic heritage lighting project in North Kona, Hawai`i.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $30,000
to the Department of Public Works, Traffic Division's Traffic Signals and Streetlights,
Miscellaneous Contracts account within the Highway Fund.
The Department of Public Works requests that this bill be waived from the Finance Committee
and be placed on the May 1, 2014 Council Agenda in order to accompany the concurrent
resolution. If there are any questions, please do not hesitate to call Warren Lee, Director of the
Department of Public Works at 961-8321.

A. REQUEST:
Amend Ordinance 13-65 for the Highway Fund as follows:
020.3609.11 Transfer from General Fund $30,000.00
020.281.5281 .32.115 Streetlights OCE $30,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A concurrent resolution will authorize appropriations from Clerk-Council-SVC-Contingency Relief to
transfer to Highway Funds, $30,000.00 for the development of construction/engineering documents for
the AIi'i Drive thematic heritage lighting project in N. Kona, Hawai'i.
The Department requests that this bill be waived from the Finance Committee and proceed directly for
Council's review to help expedite this project.

RE: Bill No. 247 : An Ordinance to Amend Ordinance No. 13-65, as Amended, the
Operating Budget for the County of Hawai`i for the Fiscal Year Ending June 30, 2014.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
