Re: Operating Budget
Pursuant to the Federal Communications Commission(FCC) order 94-102, the State of Hawaii
Wireless Enhanced 911 Board will reimburse the County of Hawaii for approved purchases
relating to the provisions of technical functionality for the Wireless Enhanced 911 service. The
Board is expected to provide an additional $3,100,000 to the Hawaii County Police Department
to enhance this service. Funds will be used towards increasing the Pictometry Imagery for its
E911 system, which gives police personnel (dispatcher and officers) responding to a call, the
capability to visualize the surrounding areas, to upgrade and maintain the outdated CAD/RMS
system to the Next Generation E911 system, and for monthly travel expenses in order to attend
E911 Wireless meetings to remain current with the system.
The current FY 2013-14 Operating Budget has a$1,872,000 appropriation. Enclosed is a bill for
an ordinance amending the Operating Budget to increase the Wireless Enhanced 911 System
account by $3,100,000 for a total appropriation of$4,972,000.
Please waive this bill from the Finance Committee, and place it on the May 13, 2014 Council
Agenda in order to expedite this matter. If there are any questions, please do not hesitate to call

A. REQUEST.
To appropriate an additional $3,100,000 for the Wireless Enhanced 911 (WE911) under account number
010.201.5216.21.115 and revenue account 3305.47.
B BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to the Federal Communications Commission (FCC) order 94-102, the State of Hawaii Wireless
Enhanced 911 Board will reimburse the County of Hawaii for approved purchases relating to the provisions
of technical functionality for the WE911 service. This additional appropriation is the anticipated
reimbursement for the next period. This appropriation covers various areas of the E911 system.
The Pictometry Imagery for the Department's E911 system. This will allow personnel involved in
responding (dispatcher and officers) to the call the capability to visualize the surrounding areas. This will be
mainly used for those remote areas that there may be hazards in the terrain. The victim(s) and responder(s)
safety is both an issue in these circumstances.
To be capatible with other State agencies, the Department must upgrade the CAD/RMS system to the Next
Generation 911 System. The current system is outdated and not compatible. This new system will provide
information for increased safety for the public and officers.
Maintenance and management of the CAD/RMS system by Akimeka and the phone system by Hawaiiantel
is critical to upkeep of the system.
Monthly travel to E911 Wireless meeting to discuss new technology, current system and various other
aspects of the E911 system.

RE: Bill No. 250 An Ordinance to Amend Ordinance No. 13-65, as Amended, the
Operating Budget for the County of Hawaii for the Fiscal Year Ending June 30, 2014.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
