Re: Operating Budget
The State of Hawaii Department Human Services is providing $10,000 to the Office of the
Prosecuting Attorney to support youth activities in Hawaii County, with the goal of decreasing
acts of crime.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii
Department Human Services for this grant. Also enclosed is a bill for an ordinance amending the
Operating Budget by appropriating this $10,000 to the DHS Youth Activities Crime Prevention
Grant account.
Please waive this resolution and bill from the Finance Committee and place them on the May 13,
2014 Council Agenda so that the funds may be accepted and utilized by the deadline of June 30,
2014. If there are any questions, please do not hesitate to contact Lee Lord from the Office of the
Prosecuting Attorney, at 934-3315.

A. REQUEST:
Approval to accept funds from the State Department of Human Services. The Funds will be distributed to
youth serving agencies in Hawaii County to support activities that have a goal of decreasing acts of crime.
We request a waiver of Finance Committee action in order to complete the approval process and prior to our
expenditure
B BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Office of Youth Services, which is part of the State Department of Humans Services, would like to
transfer$10,000 to the Hawaii County Office of the Prosecuting Attorney. Once approved by the council we
will contract with the Office of Youth Services to accept the money for the sole purpose of supporting youth
serving activities in the County that have a goal of decreasing current and futre acts of crime. Once the
contract is completed the Office of the Prosecuting Attorney will work with the Finance Department,
Purchasing Division to award the funds to non-profit organizations selected through a procurement process.
The funding periods are from the time the contract is signed through June 30, 2014. We plan to award and
expend the funds prior to June 30, 2014

RE: Resolution No. 421-14 Resolution Authorizing the Office of the Mayor to Enter
into an Agreement with the State of Hawaii Department of Human Services (DHS),
Pursuant to HRS 46-7, for Their Grant to the Office of the Prosecuting Attorney; and
Bill No. 251 : An Ordinance to Amend Ordinance No. 13-65, as Amended, the
Operating Budget for the County of Hawaii for the Fiscal Year Ending June 30 2014.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
