SUBJECT: Proposed Amendments to Bill No. 231, Draft 2; An Ordinance Adopting a Pay
Plan for Persons Employed by the County Other Than Those Whose Pay is
Otherwise Provided for, Designates Payroll Periods, Pay Days, Prescribes
Requirements with Respect to Official Fidelity Bonds, and Repeals Ordinance
No. 13-50 and All Amendments Thereto, Said Ordinance to be Known as the
Salary Ordinance of 2014
Please find attached proposed amendments to Bill No. 231, Draft 2. The proposed amendments
are illustrated below by Ramseyer format (material to be deleted is bracketed and stricken;
material to be added is underscored).
Bill No. 231, Draft 2, is amended by amending subsection (B) of Section 3 to read as follows:
"(B) The salaries of the Executive Assistant to the Council Chairperson, Deputy
Executive Assistant to the Council Chairperson, Legal Specialist, Administrative Assistant to
Legislative Auditor, Administrative Assistant to the County Clerk, Special Assistant, Audit
Analyst, Legislative Specialist, Council Aide, [Gouneil Aide to the Chairperson,] and Council
Legislative Assistant of the Legislative Branch shall be at the following rates:

The Council Chairperson may appoint employees to any of the steps within the
appropriate pay grade and may authorize and approve any step movements along the appropriate
pay grade[...]; provided, however, the Council Chairperson may not authorize and approve any
upward step movement prior to the inauguration of the 2014-2016 Council term. Prior to any
appointment or step movement in the CA-1 and CLA-1 positions authorized by the Council
Member, the Council Chairperson shall review and may approve the appointment or step
movement."
