Your Committee on Finance, to which was referred Resolution No. 389-14, reports as follows:
Resolution No. 389-14, transmitted by Finance Director Nancy Crawford, via Communication No. 826
dated April 14, 2014, authorizes the Office of the Mayor to enter into an agreement with the United
States Army Garrison, Hawaii - Fire and Emergency Services Office, pursuant to Hawaii Revised
Statutes 46-7, to support firefighting efforts.
A Memorandum of Agreement would identify each jurisdiction's responsibilities in fighting fires in
Hawaii County.
There was no discussion on this measure.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 389-14, and
recommends its adoption.
