Your Committee on Finance, to which was referred Bill No. 195, reports as follows:
Bill No. 195, transmitted by Finance Director Nancy Crawford, via Communication No. 655 dated
January 30, 2014, amends Chapter 21, Article 4, Section 21-32 of the Hawai`i County Code 1983
(2005 Edition, as amended), relating to billing of charges; payment; late penalty.
The proposed bill reduces the rate of interest charged on past due wastewater balances from one and
one-half percent per month, to one percent per month.
On February 18, 2014, Bill No. 195 was referred to the Environmental Management Director and the
Environmental Management Commission for review and comments
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 195, and
recommends its passage on first reading.
