REGARDING: Communication No. 819/Bill No. 239

LOCATION: Council Chambers, Kona, Hawaii
TITLE: An Ordinance amending the County of Hawaii General Plan, as
adopted by Ordinance No. 05-25, as amended, relating to the
comprehensive review of the general plan (Planning Director
Initiated).
EXPLANATION: The purpose of the bill is to allow a comprehensive review of the
General Plan to be initiated by the Planning Department no more
than 10 years after adoption of the previous comprehensive
amendments, rather than to be submitted to the County Council
within that timeframe.

Some members were concerned that the bill would result in a
longer time between approval of comprehensive general plan
updates. Concern was also expressed that while the bill sets forth
a timeframe for initiation of the comprehensive review, there is no
mention of a timeframe for completion.
