RESOLUTION NO. 427 14
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO
A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO CHILD & FAMILY
SERVICE TO PURCHASE THERAPEUTIC MATERIALS USED IN THEIR SEXUAL
ABUSE TREATMENT SERVICES PROGRAM.
WHEREAS, sexual abuse victims often need psychological care and support that
extends beyond the crisis phase; and
WHEREAS, Child & Family Service, a 501(c)(3) nonprofit organization, is staffed with
specially-trained professional counselors who provide comprehensive post-crisis care that meet
the sensitive needs of sexual abuse victims and their families; and
WHEREAS, the Sexual Abuse Treatment Services (SATS) program at Child & Family
Service provided services to 95 individuals on Hawaii Island during 2013; and
WHEREAS, various therapeutic tools and materials utilized by Child & Family Service
are a vital component of the SATS program and essential to the recovery process for sexual
abuse victims; and
WHEREAS, assistance with funding for materials used in the SATS program is needed
for Child& Family Service to continue serving victims in the Hawaii Island community; and
WHEREAS, pursuant to Section 2-139(a)(2) of the Hawaii County Code, Contingency
Relief funds shall be transferred to an accepting County department/agency via resolution
identifying the nonprofit organization and the specific program, project, or event for which the
grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Office of the Prosecuting Attorney to provide a grant to Child & Family Service to purchase
therapeutic materials used in their SATS program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
