Leithead-Todd and Committee Mcnjbers: Since the Committee and County Council has another chance to correct the zoning code. I have several suggestions for you to consider. • a Project District is inappropriate for agricultural land and this new provision should be removed. (25-6-40 to s=)) Ag land is veal valuable and it's value is just being recognized. As wears go b�.�. it will become more and more valuable to the citizens of Hawaii Island as we become less and less dependent on produce from the mainland. • Types of conditions that the County Council may set when it grants zoning needs to include reference to historic sites a-nd environmental concerns. (25-2- - 44(a) ) • Golf courses and golf clubhouses in agricultural districts must require public hearings. (25-5-62(a) - 72(a) draft four). -V: ,.,ell as heliports and telecommunication towers. • Commercial theme and amusement parl�.= must require public hearings. Residents need to have input in these kiild Df developments. • It is inappropriate for the Planning Director to have authority to approve 100 -foot heights for agricultural structures an«where in the :fig district. This needs to require a public hearing before th,c Planning Commission. • A EIS for ami condominium or hotel de -,-e'opment must be required. Ali environmentaf report is not sufficient. (25- I -5(b)(31) ) • Under no circumstance should the minin-ai n shoreline setback be less than 40 feet wide. It should be 100 feet for multi -family buildings because they wwill last so much longer than single family dv.-ellings. The few beaches there are on Hawaii Island are too precious to have iwashcd away by walls and buildings. Health comes from more than just an economical source and needs to be remembered at all times. Tourists want to come to Hawaii Island because of it's unspoiled beauty and it's rich Hawaiian heritage. Thev are not elected but appointed. The County Council should accept the responsibility of making final decisions in contested cases. There is no recourse by the public for appointees: there is for elected officials. Please keep this in mind for future action.
