RESOLUTION NO. 433 14
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR LABOR TO BUILD PHASE 2 OF THE NORTH
KOHALA SKATE PARK.
WHEREAS, the North Kohala Skate Park (NKSP) provides the community with a
purpose built recreational environment made for skateboarding; and
WHEREAS, outdoor activity has physical, social, emotional and intellectual benefits,
and provides a gathering place for youth of all ages; and
WHEREAS, community skate parks transcend the barriers of economic background, age
and social status; and
WHEREAS, to date only a small portion of the NKSP has been completed; and
WHEREAS, facility infrastructure, including three drains, three drywcll rings and an
industrial lid, the major components of a drainage system, have been donated and installed for
this second phase of the NKSP though community donations and efforts, and
WHEREAS, the second phase of the NKSP requires a total of approximately $70,000 to
be completed, about half for materials and half for labor; and
WHEREAS, as shown on Exhibit A, the Department of Parks and Recreation has
committed $35,000 for materials for this second phase of the NKSP, although exactly when that
funding will be made available is not yet known; and
WHEREAS, Contingency Relief funds from District 9 will be appropriated to the
Department of Parks and Recreation for the labor component cost to construct the second phase
of the NKSP; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Parks and Recreation and the Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.

As the Director of Hawaii County Department of Parks and Recreation, we are transmitting this
letter to confirm our commitment to provide assistance to The Root's Advocates for Youth with the
Kohala Skatepark Expansion Project.
Based on the needs of the project and community, we commit the following:
$35,000 in materials to help assist with the expansion of the Kohala Skatepark, based on the
approved plan by our Park Planners.
