ORDINANCE NO. 4 SO
AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, DIVISION 5, SECTION 24-281
OF THE HAWAI`1 COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO
PARKING.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. The purpose of these measures is being proposed in an effort to increase
parking in this heavily used recreational area of Hilo.
SECTION 2. Chapter 24, Article 10, Division 5, Section 24-281, Schedule 29. Parking
prohibited during certain hours on certain streets; tow-away zone, subsection (c), South Hilo, of the
Hawai`i County Code 1983 (2005 Edition, as amended), is amended by revising existing items as
follows:
(2) Banyan Drive, [ems] south (golf course) side, [beginning at a point nine hundred
-- . - . : from the southern intersection of Lihiwai Street and
extending [five hundred seventy one] one hundred forty-one feet [in the northeasterly
direction] southwest of the northern intersection of Lihiwai Street,between the hours
of 11:00 p.m. and 5:00 a.m.
(3) Banyan Drive, northeast [makai] (makai) side, from a point nine hundred seventy-two
feet northwest of Banyan Way and extending two hundred twenty feet northeast of the
northern intersection of Lihiwai Street, except for the designated no parking anytime
areas, loading zone, and bus stop,between the hours of 9:00 a.m. [te] and 11:00 a.m.
on Tuesdays.
(4) Banyan Drive, southeast [mauka] (golf course) side, from a point one hundred
forty-one feet southwest of the northern intersection of Lihiwai Street and extending
four hundred thirteen feet north on Banyan Way, except for the designated no parking
anytime areas and bus stop, between the hours of 9:00 a.m [te] and 11:00 a.m. on
Thursdays.
(5) Banyan Drive, north (makai) side, [b ] from a point one thousand [seventy
eight] three hundred seventy-two feet southwest of[Lili`uokalani Park Perimeter Road]
the northern intersection of Lihiwai Street and extending one hundred seventy-six feet
in the westerly direction, [to Lihiwai Street] between the hours of 11:00 p.m.
and 5:00 a.m.
(8) Banyan Drive, northwest (makai) side, [beginning at a point one hundred three feet south
of Lili`uokalani Park Perimeter Road] from a point one hundred thirty-two feet
southwest of the northern intersection of Lihiwai Street and extending five hundred
[eighty-4w] ninety-one feet in the [so ] southwesterly direction,between the
hours of 11:00 p.m. and 5:00 a.m.
SECTION 3. Chapter 24, Article 10, Division 5, Section 24-281, Schedule 29. Parking
prohibited during certain hours on certain streets; tow-away zone, subsection(c), South Hilo, of the
Hawai`i County Code 1983 (2005 Edition, as amended), is amended by deleting existing items and
renumbering as required:
{(6) Banyan Drive, south side,beginning at Lihiwai Street and extending five hundred
forty one feet in the easterly direction between the hours of 11:00 p.m. and 5:00
a.m.]
[(7) Banyan Drive, west side, beginning at a point seven tenths mile Puna of Lihiwai
Street and extending seven hundred eighty feet in the southerly direction toward
Kamehamcha Avenue between the hours of 11:00 p.m. and 5:00 a.m.]
SECTION 4. Chapter 24, Article 10, Division 5, Section 24-281, Schedule 29. Parking
prohibited during certain hours on certain streets; tow-away zone, subsection (c), South Hilo, of the
Hawai`i County Code 1983 (2005 Edition, as amended), is amended by adding new items and
renumbering as required:
( ) Banyan Drive, west(golf course) side, from a point four hundred thirteen feet
north of Banyan Way and extending one hundred ninety-one feet in the
southwesterly direction, between the hours of 11:00 p.m. and 5:00 a.m.
( ) Banyan Way, northwest(golf course) side, from a point fifty-five feet southwest
of Banyan Way and extending three hundred seventy-four feet north of
Kamehameha Avenue,between the hours of 11:00 p.m. and 5:00 a.m.

SECTION 5. Material to be repealed is bracketed and stricken. New material is underscored.
In printing this ordinance, the brackets, bracketed and stricken material and underscoring need not be
included.
SECTION 6. Severability. If any provision of this ordinance, or the application thereof
to any person or circumstance, is held invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without the invalid provision or application,
and to this end, the provisions of this ordinance are declared to be severable.
SECTION 7. This ordinance shall take effect upon its approval.
